6月30日,日内瓦裁军谈判会议在万国宫举行全会,中国裁军大使李松到场全程参会,介绍中方对新冠疫情背景下国际政治安全形势和国际军控进程的看法主张。美国裁军大使伍德通过视频连线发言,在新冠肺炎疫情问题上恶毒攻击中国政府隐瞒疫情、贻害世界。伍德还对中国核军控政策及军力建设无理指责,妄称中国对世界和平与安全构成主要威胁,并援引《环球时报》主编胡锡进发表的关于中国应将核弹头数量扩充至1000枚的言论,要求中方作出解释。李松大使两次行使答辩权,对美方予以严词驳斥。李松对美国大使在发言中对中国的一系列恶毒攻击和无理指责表示强烈反对、坚决拒绝。他指出,美方关于新冠肺炎疫情问题对中方的恶毒攻击,完全是企图摆脱自身国内国际抗疫责任的一派胡言。美方拙劣的“甩锅”伎俩早已为世人所熟知,其谎言欺骗不了世界,欺骗不了人民,只能骗骗自己。面对疫情,中国政府为本国人民做了什么,为世界抗疫努力做出哪些贡献?而美国政府为本国人民和世界又做了什么?世人自有公论,历史自有公论!李松表示,美国大肆奉行单边主义、例外主义,退出一系列重要国际安全和军控条约,其影响相当于“大规模毁灭性武器”,使美俄双边核裁军体系濒于崩溃,同时也使自己的国际信誉荡然无存。美方提出所谓“中美俄三边军控对话”,完全是其摆脱自身核裁军责任与义务、谋求在欧洲和亚太地区部署战略力量的借口,中方早就表明了坚决反对的态度。美国作为拥有最大、最先进核武库的超级大国,理应承担大幅度削减核武库的特殊、优先责任,这是国际社会长期共识。美国历史上欠全世界的裁军账,不能单凭一句“后双边世界”就“一风吹”!军控不是儿戏,更不是把戏。用一张假照片作幌子的“维也纳三边对话”愚弄不了世界。我们敦促美方认真响应俄罗斯倡议,使NEW START条约得以延期,并继续致力于大幅度削减自身核武库,为多边核军控与裁军进程创造必要条件。

李松强调,究竟哪个国家的国家安全战略、全球霸权政策、国际霸凌行径,及其世界上最先进、最庞大的核武库对世界和平与安全构成最大、最现实的威胁?各国心里都很清楚。无论从核战略政策,还是从核武库规模看,中美都完全不具可比性。中国不是美国,不会奉行美国的核政策。中国有限的核力量完全是防御性的,不针对任何国家,我们也不会参加核军备竞赛。任何无意威胁和损害中国主权、安全和领土完整的国家,都不会受到中国国防力量的威胁,也不应该感到这样的威胁,除非它自己心里有鬼!中国从不回避自身承担的国际责任和义务,愿与各方在裁谈会、五核国机制和联合国其他军控机制积极开展对话合作,共同推进国际军控、裁军和防扩散进程。
