制度研究法以政治制度为研究重点的政治学研究方法。制度研究法可以追溯到古希腊时期。亚里士多德在《政治学》一书中，曾以当时各城邦的政治制度为对象，对各种政体形式及政治原则进行了比较和分析。在近代，制度研究法一直是政治学的主要研究方法。其研究对象包括国家的宪法、政权组织形式、选举制度、政党制度以及政权机构内部的制衡和分权关系、中央政权和地方政权关系等问题。运用制度研究法研究政治现象的基本目的，是分析政治形式同政治原则之间的关系，即如何通过建立和完善一种政治形式来实现某种政治原则。制度研究法在社会各阶级为自己设计政治生活模式的过程中有着重要的意义。20世纪30年代后，随着社会政治生活的日趋复杂化和大批新兴学科的出现，许多政治学研究者对制度研究法提出了批评。他们指出，制度研究法忽视了对政治活动的主体──人的政治心理、动机的研究，并且仅仅局限于对政治机构内部活动和法律条文进行分析，而这些并不能包括整个社会的所有政治活动。他们主张政治学的研究重点应从政治制度转移到政治行为，提出用行为主义研究法取代制度研究法。第二次世界大战以后，行为主义研究法逐渐崛起并在60年代未期达到顶峰，使制度研究法受到很大的冲击。70年代以后，行为主义研究法的局限性逐渐显露，制度研究法的地位开始回升。但人们在运用制度研究法时，也引入了行为主义研究法中诸如数量分析、心理分析等手段。实际上，制度研究法和行为主义研究法不是截然对立的，在对政治现象的分析方面，两者各有长短。
