暴利已是公开秘密 根治房价应对卖方下手暴利已是公开秘密 根治房价应对卖方下手 -05-27 08:04更新 来源：中国青年报 新华社26日发表文章：3年狂涨300％，谁在助推房价疯涨？文章揭示了构成房价疯涨的三大%26#8220;行为主体%26#8221;：随意定价的开发商价格联盟、放纵房价的地方政府、只唱看涨的楼市%26#8220;黑嘴%26#8221;。我国房地产市场至今仍让人有%26#8220;剪不断，理还乱%26#8221;的感觉。尽管表面上看房地产商之间的竞争相当激烈，但房地产的%26#8220;卖方市场%26#8221;格局是毋庸置疑的。有文章说，由于城市化进程加快，我国的住宅市场明显呈卖方市场特征，需求迅速增加的同时，受房地产开发周期和政府对一级土地的有效控制，住宅供给量没有得到有效同步释放，市场呈严重供不应求状况，其结果导致房价不断飙升。房子是一种商品，就%26#8220;市场供求状况决定价格%26#8221;的客观规律来看，只要供不应求，价格就必然节节飙升，任何自由竞争下的商品都无法例外。别说利润率高达25％，就是250％，只要利润的获得未受到法律以及政府的干预，销售者也不会嫌它高。商品价格过高或上升过快，很容易形成一种大众思路乃至愿望：假如标价高到一定程度大家都不去买，销售者自然无趣，这种价位不是就无法成立了吗？顺着这种思路下去，非理智购房者、炒房者很容易成为被埋怨、抨击乃至政府关注与治理的对象。纵观近期中央、地方就遏制房价虚高所采取的一系列政策措施，%26#8220;药%26#8221;几乎都下在了购买者一方，这样的%26#8220;路子%26#8221;真的对吗？既然房地产暴利早已是公开的秘密，为何不把%26#8220;药%26#8221;重点下在供应者一方呢？%26#8220;卖方市场%26#8221;必然导致垄断，集中的表现都是价格垄断，无论是独家经营所致，还是表面竞争激烈而背地里众开发商心照不宣地随意加价，甚至导致有形的%26#8220;价格联盟%26#8221;。面对房地产市场一团乱麻，最需要建立一种%26#8220;纲举目张%26#8221;的思路：既然是%26#8220;卖方市场%26#8221;，也就是卖方所主导的市场，导致不合理价格的主因毫无疑问也在卖方。故此，药首先应下在卖方身上。炒房者的暴利当然需要制止，但只能被看成是%26#8220;目%26#8221;而不是%26#8220;纲%26#8221;；至于土地使用成本过高中所包含的复杂的体制弊端因素，也需要治理，但仍不能把它看成%26#8220;纲%26#8221;而应看成是%26#8220;目%26#8221;。治理卖方暴利以及种种垄断的行径，确是维护交易公平、社会公平的有效办法。政府只要出以公心，要想核实房地产商的真实利润水平，并作出一个被社会认可的利润率上限，何难之有？关键的障碍也许正像新华社文章指出的那样：由于多种利益的诱惑，地方政府非但不能真正站在大众利益立场和市场公平的立场去制约卖方，反而去默许、放纵房价，惟恐房价下跌。这是因为不少地方政府本身就处在%26#8220;卖方%26#8221;的阵营之中。
